JOB DESCRIPTION:

Finance and Administrative Officer/Program Coordinator is responsible for coordinating operational matters concerning the Sarajevo office, with primary focus on administrative and financial services and transactions. The Finance and Administrative Coordinator works closely with the BiH Country Representative and Washington-based DC finance department, and other staff as needed. Position also calls for coordination of a short-term student internship program, outbound programs, and logistical assistance with secondary school programming. The position is to start in May 2022 and is full time (40 hours per week). Some flexibility in scheduling office hours is possible.

The Finance and Administrative Officer/Program Coordinator will perform the following duties with a high degree of accuracy and timeliness, while maintaining open communication with the BiH team:

  • Ensure that American Councils Bosnia Representation is abreast of all compliance issues;
  • Maintain and manage records and documents related to the operations of the American Councils Bosnia office;
  • Prepare and maintain human resources records and documents in compliance with the Bosnian labor code;
  • Organize and supervise the provision/maintenance/repair of services and goods essential to office function;
  • Establish and maintain relations with a local bank and tax authorities;
  • Create and submit budget requests and electronic expense reports to Washington, DC’s financial department on a monthly and annual basis;
  • File taxes and reports according to local laws;
  • Review staff timesheets;
  • Coordinate contracts for short term and temporary staff;
  • Process and track operational and programmatic transactions;
  • Provide administrative and logistical support to all programs, assisting office staff in everyday routine work as well as the organization of special events such as workshops, trainings, seminars, etc.
  • Organize and facilitate American Councils staff visits to Bosnia and Herzegovina as needed;
  • Monitor and act as back-up on the relevant social media platforms for applicable programs;
  • Translate internal documents, letters and other materials upon request;
  • Coordinate all aspects of the Women’s Student Training and Empowerment Program (Women’s STEP) until its end in May 2021 in regards to Sarajevo program activities;
  • Coordinate outbound programs such as the Balkan Language Initiative Program, Title VIII and OPIT;
  • Provide logistical assistance for the YES/YES Abroad programs including scheduling host family and student monthly meetings, translating medical documents, providing logistics for language lessons, arrival, mid-year and end-year orientations, enhancement activities, visa support and other duties as determined by the country representative;
  • Other duties as assigned, relating to the administrative and programmatic advancement of American Councils.

Qualifications

  • 1-3 years of work experience managing international programs and office administration;
  • Proficiency in spoken and written English and B/C/S languages;
  • Up-to-date IT and social media competency;
  • Effective communication and representational skills;
  • Excellent customer service skills;
  • Strong attention to detail;
  • Demonstrated effective financial, organizational, and planning skills.
