The initiative Local communities friendly to young people is intended for local self-government units (hereinafter referred to as local communities) in Bosnia and Herzegovina with the aim of recognizing efforts in the field of policy implementation towards young people. Through the initiative, it will be possible to certify local self-government units according to the success of the implementation of policies towards young people (laws, measures, programs and activities) that make the local community quality for the life of young people.
Why apply? Through this initiative, local communities will have the opportunity to improve their work with young people, based on the recommendations and proposals that will be sent to each applicant. The successes of local communities will be promoted to the general public through several activities and will be presented as examples of good practice. Finally, communities that are rated as 75% or 100% youth-friendly will also receive the special recognition Local Youth-Friendly Community.
Young people are the greatest resource of every local community, and in order to develop that resource, investments are necessary, which come to a significant extent from government institutions. There are many examples where local communities throughout Bosnia and Herzegovina invest in improving the position of young people, as well as those where there is a noticeable motivation for progress and further development in the field of work with young people. If your local community is one of those that wants to invest in young people, develop their capacities and improve the position of young people in the community, this invitation is for you.
This initiative is implemented by the Institute for Youth Development KULT in partnership with the youth umbrella organizations the Youth Council of the Federation of Bosnia and Herzegovina and the Youth Council/council of the Brčko District of Bosnia and Herzegovina.
The evaluation of the success of the implementation of the youth policy defined by this Public Call refers to the work of the local community in 2023.
I – Content of the public call
This Public Call covers the following areas:
- Possibility of registration
- Method of evaluation of received applications
- Decision on awarding a certificate and description of the certificate
- Deadlines and technical preparation of the application
- Questions about the Public Call
II – Application possibilities
All local self-government units in Bosnia and Herzegovina have the right to apply for this Public Call.
III – Method of evaluation of received applications
The process of evaluating the received applications will be carried out through a review of the submitted documentation, an assessment of the fulfillment of the criteria and an evaluation of the quality standards of local policies towards young people in 8 established areas, namely:
- Youth participation in decision-making
- Employment and self-employment of young people
- Youth mobility and information
- Support for work with young people
- Youth culture and sports
- Social care for young people and youth health
- Formal and informal education of young people
- Support for demographic development
IV – Decision on awarding certificates and description of certificates
The decision on awarding certificates is made by the Commission for Awarding Certificates. The Commission makes decisions based on the Rules of Procedure of the Commission for Awarding Certificates to Youth Friendly Communities and the Decision.
The commission awards the certificate to the local self-government units in accordance with the successful fulfillment of the conditions set out in the public invitation. A local government unit can receive a certificate for:
- 25% favoring young people – A community where young people live
JLS makes efforts to ensure better conditions for young people in the community. The initial steps have been taken and now it is time for young people to be involved in decision-making processes and to create additional programs for young people.
- 50% youth-friendly – A community that recognizes the needs of young people
JLS has taken the first steps to improve the position of young people in the community. Programs have been established that cover areas of interest to young people and transparency has been demonstrated in making decisions that are important for young people. Young people are informed and now is the time for the community to include young people in decision-making processes and create additional programs.
- 75% youth-friendly – A community that creates a support system for young people
JLS has significantly improved support systems for youth in the community. Young people are involved in decision-making processes. Programs have been established that do not only stem from legal frameworks, but are part of the recognized needs of young people in the community. The next step remains, and that is the recognition of the needs of young people, which arise from research, and which will be translated into programs.
- 100% youth friendly – A youth friendly community
JLS made a big step forward and decided to establish systemic support for young people in the community. Young people in this community are recognized, participate in decision-making processes, and LGU supports the development of the full potential of young people. This community is a champion and young people rarely leave the community.
Local self-government units that have achieved a certain percentage will be awarded a certificate for that percentage for a period of two years.
At the request of the head/mayor of the local self-government unit to extend the duration of the certificate, the commission will re-assess the quality standards of local policies towards young people after the expiration of 2 years.
In order to extend the duration of the certificate, the local self-government unit must maintain at least the previously satisfied level of the certificate.
The local self-government unit can apply for a higher percentage of preference for young people at the next public call for the award of certificates, if it considers that the implementation of policies towards young people has improved in the period between the two public calls.
V – Deadlines and technical preparation of the application

The application consists of the following documents:
- Completed forms for all eight areas with accompanying documentation
Supporting documentation is provided directly on the link for each of the areas and for each individual question within the area. All documentation should be named as indicated below the questions in the questionnaire itself.
The evaluation of the success of the implementation of the youth policy defined in this Public Call refers to the work of the local community in 2023 . Therefore, the documentation you submit refers to the one from 2023.
The deadline for submitting the application is December 27, 2024. Mr. until 23.59 hours.
Late and incomplete applications will not be considered.
