PUBLIC CALL for applications – allocation of a 100m2 greenhouse with planting/seed material, an irrigation system and additional equipment

Based on the Agreement, greenhouse production project number 392/21 dated November 30, 2021 signed between the Muslim Aid Association and the Vitez Municipality and Article 6 of the Rulebook on determining the conditions, criteria and procedures for exercising the right to the allocation of greenhouses with equipment within the project “Economic empowerment of socially disadvantaged persons and young people through the greenhouse production of vegetables” with the donor’s funds provided by the non-governmental organization “Muslim Aid Association” 40%, the Vitez Municipality 40%, secured in the Budget of the Vitez Municipality for 2022 and the user’s own participation 20%, with the aim of purchasing and allocating 20 greenhouses of 100 m2 with planting/seed material, irrigation system and additional equipment, in the territory of the Vitez Municipality, the Municipal Mayor announces:

PUBLIC CALL

for submission of a request for the allocation of a 100m2 greenhouse with planting/seed material, an irrigation system and additional equipment

The Vitez Municipality, in cooperation with the non-governmental organization Muslim Aid Association based in Sarajevo, is issuing a public call for applications for the allocation of 20 greenhouses of 100 m2 with planting/seed material, an irrigation system and additional equipment. The project is co-financed by the Vitez Municipality, 40%, the non-governmental organization Muslim Aid Association, 40% and the end user with 20% of the total price of the greenhouse and equipment.

I THE RIGHT TO PARTICIPATION

Priority categories of the population have the right to participate in the Project – unemployed people or people with minimal income and young people from the area of ​​the Vitez Municipality who own their own agricultural land or their immediate family members, as well as land assigned for use or lease in the immediate vicinity of a residential building in which they live.

Persons who received a donation in the field of agriculture from the Municipality, relevant ministries, humanitarian and other organizations in the last 3 years do not have the right to receive a greenhouse. Persons who have more than 100 m2 of greenhouse in their possession or in the possession of their family members do not have the right to participate. Employees and immediate family members of employees of the Muslim Aid Association and the Vitez Municipality do not have the right to participate.

II CONDITIONS

The applicant should meet the following requirements:

  • unemployed person or a person with minimal income or a young person between 18 and 35, residing in the area of ​​the Vitez Municipality,
  • owner or member of the agricultural holding in the Register of Agricultural Holdings and the Register of Clients of FBiH
  • the applicant or a member of the immediate family is the owner or possessor of agricultural land suitable for greenhouse production or that agricultural land suitable for greenhouse production is taken for use or leased and that it is located in the immediate vicinity of the residential building where they live,
  • that there is a possibility of irrigating the greenhouse,
  • that at the time of application for participation in this project, the applicant does not have more than 100 m² of greenhouses in their possession or in the possession of a close member of the household,
  • applicant will co-finance 20% (630.00 BAM) of the purchase price of the greenhouse with additional equipment,
  • attend a two-day training in the field of greenhouse production,
  • in the last three years, the applicant has not received a donation in machinery and equipment for agricultural production, from the municipality/city, competent ministries, humanitarian and other organizations,
  • keep the assigned greenhouse in applicant’s possession for at least 3 years from the signing of the contract.

III REQUIRED DOCUMENTATION

Applicants should attach the following documentation:

  1. The application form for the Public call is available at the premises of the Vitez Municipality Hall (you can also download it at the bottom of this page).
  2. Proof of residence (CIPS) or a certified copy of an identity card.
  3. Certified list of household members,
  4. Proof of unemployment of all adult members of a joint household issued by the Employment Bureau, and for persons who are not registered, a copy of the health card or a certified statement guaranteeing that the person is unemployed,
  5. A copy of the certificate of registration in the Register of Agricultural Holdings and the Register of Clients (RPG and RK) issued by the competent municipal office if the candidate is registered in the Register of Agricultural Holdings. If it is not necessary, a statement must be made that if the right to a donation is realized, it will be registered as soon as possible.
  6. Certificates from the school/faculty (certificate of the current semester in the index or certificate of attendance for students; for students, a copy of the first page of the student card) for children/dependent household members (for children of preschool age, attach the birth certificate)
  7. Certificate or other proof of the amount of income for each employed member of the household from the household list (for retired persons, the last pension check or a certificate issued by the bank),
  8. Ownership or possession of the plot intended to be used for the installation of a greenhouse (copy of the ZK excerpt or title deed, as well as the contract for the lease/use of the plot),
  9. Proof that the applicant is a single parent (death certificate or proof of divorce or other document by which the applicant can prove that he_she is a single parent),
  10. Evidence that the applicant and/or household member (child, spouse, etc.) is a person with a disability (certificate or other document proving that the household member is a person with a disability),
  11. A certified statement that at the time of submission of the application for participation in this call, there is no more than 100 m2 of greenhouses in their possession or in the possession of a close household member,
  12. A certified statement that the recipient of the incentive will keep the received greenhouse in his_her possession for at least 3 years from the signing of the agreement,
  13. A certified statement that the applicant has not exercised the right to a donation, allocation or co-financing of the purchase of greenhouses from the municipality/city, ministries, humanitarian and other organizations in the last 3 years,
  14. A certified statement that the applicant will co-finance 20% of the purchase price of the greenhouse with additional equipment (630.00 KM), and that they will obligatorily attend the education in the field of greenhouse production for two days.

The necessary statement for the conditions under serial numbers 10, 11, 12, 13 is submitted on the common form “DECLARATION”, which is available at the premises of the Vitez Municipality Hall.

If, during scoring of candidates, a lack of documentation from the above-mentioned items is found, the candidate will be eliminated from the further selection procedure.

The Commission reserves the right to check the documentation if it doubts the authenticity of the submitted documents.

IV USER SELECTION PROCEDURE

The Commission for the selection of users for the allocation of greenhouses with accompanying equipment is appointed by the Municipal Mayor.

The commission for the selection of end users for the allocation of greenhouses consists of at least 3 members, two of whom are representatives of the Vitez Municipality, and one member is a representative of the Muslim Aid Association.

The task of the Commission is:

      – review of received applications,

      – registration of candidates who meet the conditions from the public call,

      – carrying out on-site investigations,

      – preparation of work records and creation of a ranking list of users based on established scoring criteria.

The ranking list of selected candidates is published on the municipality’s bulletin board and the official website of the Vitez Municipality and submitted to Muslim Aid BiH for further processing.

Tripartite agreements will be concluded between the Muslim Aid Association, the Vitez Municipality and the selected beneficiaries, which will regulate the mutual rights and obligations of the participants in this Project.

NOTE:

• Candidates who are entitled to the allocation of greenhouses and equipment are required to attend the two-day training.

Application forms are available at the Vitez municipality hall and on the official website www.opcinavitez.info, together with the documentation, submitted in a closed envelope to the protocol of the Vitez Municipality, indicating “For the public call for allocation of greenhouses and equipment”. The deadline for submission is 15 calendar days from the day of publication of the public call on the website of the Vitez Municipality and on the bulletin board of the Vitez municipality.
