Policy Development Training

Bosnia and Herzegovina has been in the process of public administration reform for many years. In particular, this means the adoption of new and different legislation compared to the existing one at all levels of government. Efficient public administration in Bosnia and Herzegovina should include cross-sectoral and administrative solutions that, through their implementation, make life easier for citizens. Institutions at all levels of government in Bosnia and Herzegovina have an obligation to develop and adopt policies for the implementation of which there are real needs, human and material resources. In line with public administration reforms, public policies adopted by the authorities in Bosnia and Herzegovina should be developed through responsible, efficient, transparent methods and tools.

Public policies are a fairly broad topic that encompasses various areas covered by civil society organizations. Getting to know and understand the basic principles of public policy-making is extremely important for all civil society organizations, especially those involved in advocating for change or creating new specific policies for the improvement of lives of all citizens. These are often very specific groups of citizens who fail to advocate for their rights and needs on their own.

It is important that all employees and complete teams of civil society organizations understand how public policies are created and adopted, because this is partly important civic knowledge. However, for the part of the team that deals with concrete initiatives in the organization of civil society to create alternative and strategic solutions in society, it is especially important to understand what steps need to be taken to create, adopt and implement public policy.

Training of this kind, which deals with the development of public policies and concrete steps for initiating and developing public policies, is not common, and these civil society organizations in Bosnia and Herzegovina do not have the opportunity to jointly consider experiences and opportunities for creating public policies in this way.

Policy development training aims to improve the knowledge, skills and capacities of participants, and to support understanding of establishment of realistic and enforceable public policies. The training will provide participants with new experiences, knowledge and encourage thinking about social challenges and problems through the prism of policy making, with the aim of change in the society in which they operate.

Topics that will be covered during the training are:

  • Public policies concept,
  • Importance of public policies,
  • Elements, steps and actors of public policies,
  • Implementation, monitoring and evaluation of public policies.

The training is primarily intended for people from partner organizations that cooperate in the Local Works Program (USAID/LWCDA), the Human Rights Support Program (USAID/INSPIRE) or other USAID programs in Bosnia and Herzegovina. Given the current epidemiological situation, training is limited to 26 people. Submission of an application does not automatically mean that the person has been selected to participate in the training. Persons selected to participate will be notified by e-mail no later than 7 days before the training.

Technical information:

The training will be held in Sarajevo in the period from November 22 (12:30 pm) – 24, 2021 (13:30). The training will be held at Hotel Hills, Butmirska cesta 18. The organizer will cover the costs of working materials, meals during the training, travel expenses and accommodation for participants. The selected participants will receive detailed technical information and the agenda no later than seven days before the training.

Certificate of participation:

Certificate of participation will be given to participants who attend at least 90% of the time during the training.
