1. Background
Established in 1951, International Organization for Migration (IOM) is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. From the beginning, IOM has been involved in various projects in BiH and one of the most important is the provision of meals/food for the beneficiaries accommodated inside and outside of Temporary Reception Centers (TRCs) in BiH.
Since 2018, IOM BiH is working with migrants in BiH through following services. With food provision for migrants accommodated in TRCs in BiH being the most important one. IOM provides, through its partners in the field, namely Red Cross Una-Sana Canton (USC), Red Cross of city of Bihac, Pomozi.ba in Sarajevo Canton and Red Cros of city of Mostar, three meals per day.
2. Scope of Assignments and Tasks
Under the overall supervision of the Senior Operations Assistant based in Bihac and the direct supervision of the Operations Assistant based in Bihac, IOM is seeking to engage qualified Nutrition Consultant to provide professional, technical, and organizational support in creating a menu for the beneficiaries of TRCs including a menu for the specialized dietary needs, calculating the nutritional values of the meals prepared and distributed in TRCs in BiH, as per instructions and in coordination with the IOM. The Consultant should have all the necessary and required experience, knowledge, ability, and other required resources to plan and create a high-quality menu according to which meals in TRCs would be prepared and distributed in BiH.
The role of Nutrition Consultant is to support delivery of a comprehensive, high quality nutrition program in accordance with the Minimum Sphere Standards (Sphere Handbook). The Consultant provides guidance, training, and technical assistance to mission staff and contracted Service Provider in charged for preparation and distribution of meals in TRCs in BiH.
The Consultant will be responsible for providing technical knowledge in the field of nutrition and preparation and implementation of the menu. The Consultant will closely work with the IOM Operations Assistant, using feedback collected within the TRCs in BiH.
· Prepare a menu based on the meal list provided by the IOM to meet a minimum of 2,100 kcal per day according to the Minimum Sphere Standards.
· Prepare a menu for single men TRCs, including recommendations regarding groceries/ food items that can be distributed as a substitute for a hot cooked meal to meet a minimum of 2,100 kcl per day according to the Minimum Sphere Standards.
· Propose five emergency meals compounded of dry food items that meet minimum nutritional values.
· Develop and monitor the provision of special diets for beneficiaries with documented food allergies or other feeding problems, such as a hygienic-dietary diet or special nutrition needs.
· Determine the caloric and nutritional values of the meals.
· Determine the approximate weight of each meal based on nutrition standards.
3. Timeframe of the Consultancy
The consultant would start performing his/her duties just upon contract signature. The expected timeframe of the consultancy is ten working days, consecutively with the possibility of extension.
4. Required Qualifications
The Consultant is expected to have the following competencies and expertise:
a) Experience
– Professional experience in formative research, operational research, data management, qualitative analyses and report writing in BSC/BA and ENG ready for external dissemination.
– Substantive knowledge on maternal, neonatal, child health and nutrition (MNCHN).
– At least 3 years of professional experience in conducting nutrition-related field research and developing nutrition values
– Experience in menu planning and food preparation, including the quantity, quality, and variety of food to be purchased and prepared is required.
– Experience in community nutrition including services in emergency crises strongly encouraged.
b) Education
– Minimum Bachelor’s degree in Nutrition, Food Technology, Public Health, Health Sciences, global/international health and nutrition, or medicine with a strong understanding and professional experience of leading/designing SBCC/IEC campaigns.
– Post-graduate degree in aforementioned fields strongly encouraged.
c) Competencies and skills
– Strong computer literacy and proficiency in Microsoft Windows and MS Office applications (especially Excel);
– Ability to communicate effectively both orally and written, in both Bosnian-Croatian-Serbian and English. Knowledge of other official languages spoken in the WB is a plus.
– Excellent written and verbal communication skills, and excellent presentation skills.
– Ability to work effectively in a fast-paced environment, independently and as a part of a team.

e) Language(s):
Fluent English. Good knowledge of one of the official languages used in the Western Balkan region will be considered an advantage.
5. Confidentiality arrangements
Contracted consultant or individual members of a consultancy organization are not permitted to use any of the gathered data, reported findings, contributions to the draft and final reports to further their personal research.
6. Location and time of the consultancy
Services are home based. If travel is required, IOM will cover the costs of transportation and daily allowance.
