The Tuzla Community Foundation (TCF), in cooperation with Freudenberg Foundation, invites interested experts or group of experts to submit proposals for a pre-feasibility study of the project that will focus on strengthening local democracy and active citizenship, and social and economic empowerment of vulnerable groups in the Tuzla Canton . This project should rely on the experiences and results of the project “Democratic and economic strengthening of marginalized communities in Tuzla Canton” which TCF implements in partnership with the Freudenberg Foundation and with the support of the Federal Ministry for Economic Cooperation and Development of Germany (BMZ), in the period 2018 – 2021.
1. Purpose and objectives of the pre-feasibility study
This pre-feasibility study should serve as a basis for deciding on the type of interventions, services and activities to be carried out in a meaningful manner, with the aim of supporting the civil sector, civic initiatives and associations in Tuzla Canton, and in the best interest of the TCF target groups: active citizens and representatives of local communities, young people aged 15-30, social and start-up entrepreneurs, and marginalized groups of citizens.
The pre-feasibility study should, based on the analysis of the results of the above project, analysis of the social and economic context of Tuzla Canton and BiH, analysis of local structures, services and projects currently available in Tuzla Canton, identify opportunities, needs and cost-effectiveness for establishing the new structures, interventions, approaches and methods according to the above target groups through the future project that partners would like to propose to BMZ.
In this regard, the pre-feasibility study should assess the possibilities of establishing and developing a unique resource Centre for democracy and active citizenship that would promote democratic values and activities of the civic sector, and provide training services for leaders in the civic sector, education of social and start-up entrepreneurs, organization of events for networking, cross-sector cooperation, democratic development as well as other contents and topics that the study would suggest.
The pre-feasibility study should include an estimate of the costs for construction or renovation and maintenance of the building/premises with the adequate square footage, which would offer specific services, facilities and space for social innovation, a common space for entrepreneurs and leaders in the civic sector, inspired by the Impact Hub model (https://impacthub.net/), the network which invited FTZ to join. It is necessary to assess the possibility of establishing the Impact Hub and envisage sources of funding and possible sources of revenue in order to sustain this new community structure.

3. Product of the pre-feasibility study
The final version of the pre-feasibility study should be submitted in English or German language and translated to Bosnian, in electronic and printed form, no later than September 30, 2021.
4. Time frame
The start of the pre-feasibility study is June 14th, 2021 while the draft report is expected to be submitted by the August 31st, 2021 and the final report by the September 30th, 2021.
5. Content of the proposal
The proposal should contain following:
- Curriculum vitae of the consultant or group of consultants with a description of relevant experience
- Proposal of methodology to be applied in the study (including the target groups, description of quantitative and qualitative study methods that will be used, description of sampling and size of sample, etc.)
- Time frame in which the study will be conducted with proposed phases of work
- Draft Content of the pre-feasibility study
- Costs and payment conditions for the execution of the work
6. Deadline for submission of the proposals
Proposals should be submitted to the e-mail address fondtz@fondacijatz.org no later than Wednesday, June 2nd, 2021 until 24.00.
The shortlisted offerors will be invited to online interviews, after which the best proposal will be selected and contracted for the realization of the work.
Late and incomplete proposals will not be considered. All offerors will be informed about the results of the selection process no later than June 8th, 2021.
