Call for applications for local self-government units in Bosnia and Herzegovina – The Local Service Efficiency Improvement Project in Bosnia and Herzegovina (PIPLS)

The Local Service Efficiency Improvement Project in Bosnia and Herzegovina (PIPLS) invites local self-government units (LGUs) in Bosnia and Herzegovina (BiH) to apply for participation in its implementation.

The PIPLS project aims to improve access to key public services through better governance and increased investment in local infrastructure. The project is a three-year initiative (2021-2023) primarily funded by the Government of the Kingdom of Sweden, and implemented by the United Nations Development Program (UNDP) in cooperation with the Ministry of Finance of the Federation of Bosnia and Herzegovina, the Ministry of Finance of Republika Srpska, the Office for Development and European Integration Canton, the Office of the Public Administration Reform Coordinator of Bosnia and Herzegovina and two associations of municipalities and cities.

The thematic areas covered by the PIPLS project are divided into three components:

Component 1:  Assistance to local governments in establishing a system for strategic management of public property, which includes interventions (transparent bookkeeping, improving employee skills, defining policies and regulations for asset management at the local level, communication with decision makers at higher levels of government, etc.).

Component 2:  Cooperation with LGUs in order to optimize public spending and investment in capital investments and services defined in development strategies, improvement of internal control and improvement of practices and procedures for public procurement.

Component 3: Concrete interventions to improve public services with practices and resources mobilized through the first two components. Award of grants to local self-governments with the best performance for the implementation of priority interventions identified by development strategies.

Through this Call for applications, the PIPLS project will select 15 partner LGUs in BiH that will provide technical support in establishing a system for strategic management of public property, support to optimize public spending and increase investment in capital investments and services defined in development strategies, improvement of internal control and practices and procedures for public procurement and concrete intervention in order to improve public services.

How to apply?

All interested local self-government units in BiH, which meet the preconditions of the Call, are invited to participate in an open and competitive process of selecting partner local self-government units for the PIPLS project.

Local self-government units, which are applying for the Call, are asked to submit all mandatory application documents, as stated in the Public Call with the Guidelines for Applicants. Local self-government units should submit their applications for participation and additional documents in hard copy and one copy in electronic form (USB), by registered mail, by postal service or in person to the following address:

All applications for participation, in accordance with this Call and the Guidelines, should be submitted no later than February 22, 2021 (Monday), by 16:00. Applications for participation submitted in other ways (e.g., fax or email) will not be considered.

The info session, where you will be able to get additional information and explanations related to the conditions of the Public Call, will be organized on the Zoom platform, on February 15, 2021.
