Today, the PRTR protocol has 27 signatories, one of which is the European Union.
In the premises of the Federal Ministry of Environment and Tourism, the Register of Releases and Transfers of Polluting Matters – PRTR in the Federation of Bosnia and Herzegovina was presented and put into operation today, which was done as part of the project “Improvement of Registers of Releases and Transfers of Polluting Matters (PRTR) in the countries of the Western Balkans and the Republic of Moldova”.
The presentation of the PRTR register was attended by the Federal Minister of Environment and Tourism Nasiha Pozder, the Director of the Environmental Resource Center (REC) Lejla Šuman and the director and representative of the company that worked on the development of the GISSOLUTIONS software Dejan Sandić, the Federal Ministry of Environment and Tourism announced.
The project was implemented by the Environmental Resource Center (REC) of BiH in cooperation with PARTICIPATIO Ltd. from Hungary from 2021, and the funds were provided by the Federal Ministry for the Environment, Nature Protection and Nuclear Safety of Germany and the German Federal Environment Agency through the Advisory Assistance Program (AAP) for environmental protection in the countries of Central and Eastern Europe, the Caucasus and Central Asia.
“The overarching goal of the project is to support the countries of the Western Balkans and Moldova in the development or upgrading of their existing PRTR registers and enable relevant bodies, operators and civil society organizations to support the implementation of integrated reporting according to the European PRTR register – E-PRTR. The establishment of the PRTR register in Bosnia and Herzegovina is a success because, after many years of attempts to establish this register, the competent institutions/ministries will receive a unique system, harmonized at all levels of government in BiH, which will enable reporting according to the EU Register on industrial plants and support the preparation of BiH for the implementation of the Directive 2010/75/EU on industrial emissions (IED), and the PRTR protocol with the aim of achieving better information in decision-making processes and sustainability,” the Ministry’s press release states.
In addition to the above, the establishment of this registry created all the preconditions for BiH to ratify the PRTR protocol, which has been awaited for more than 15 years.
In 2003, Bosnia and Herzegovina signed the PRTR Protocol, which entered into force on October 8, 2009, after it was ratified by 16 countries, making it a legally binding international instrument for the parties to the Aarhus Convention, but our country still has not ratified.
Today, the PRTR protocol has 27 signatories, one of which is the European Union. In 2006, the European Union adopted the E-PRTR regulation, which fully implemented the Kyiv Protocol for the EU.
By harmonizing its legislation with the EPRTR regulation (Regulation 166/2006), Bosnia and Herzegovina would fulfill the conditions prescribed by the Kiev Protocol, i.e. its internationally assumed obligations, while preparing, at the same time, for membership in the European Union, the Federal Ministry of Environment and Tourism explained. .
