The Institute for Youth Development KULT has been continuously monitoring and analyzing youth policies in Bosnia and Herzegovina for many years. In 2020, the online platform tiPra.me was launched for everyone who wants to monitor how the laws on youth in Bosnia and Herzegovina are implemented. The platform is an innovative tool that facilitates all stakeholders to easily review the measures and activities of youth policies implemented at all levels of government in BiH.
By collecting data for 2020, the Institute continues the ten-year practice of monitoring the implementation of the law on youth in Bosnia and Herzegovina. This year, the umbrella bodies the Youth Council of the Federation of Bosnia and Herzegovina and the Youth Council of Republika Srpska provided support to the Institute.
In March this year, all institutions that have legal obligations towards young people (more than 220 institutions) were provided with an appropriate questionnaire that includes parameters that show whether and to what extent the institutions meet legal obligations in the field of youth.
In the period from March 15 to April 30, the Institute received information from 166 institutions that have legal obligations towards young people, which speaks of their readiness to transparently present the work mechanisms with and for young people that they implement.
The turnout of local government and self-government units (municipalities, cities) is slightly above 74%.
Data were also submitted by more than 72% of primarily competent entity and cantonal ministries with a coordinating role that are the legal bearers of activities in the field of youth, while the response of other ministries (entity and cantonal) that have some areas important for young people is 59%.
In the coming period, the Institute and the youth umbrella bodies will work on the analysis of collected data and development of youth policies, improving the implementation of the FBiH Youth Law, the Law on Youth Organization of Republika Srpska and the Law on Youth of Brčko District BiH.
Data for 2020 will soon be available on tiPra.me, which follows work of more than 230 institutions, more than 470 politicians and more than 20 political parties in the past nine years (2012-2020), making it the largest database of this kind in BiH.
