DCAF’s Justice and Security programme, implemented by Europe and Central Asia Division, aims to support the independent judicial supervision of the use of intrusive methods for information collection by law enforcement and intelligence services. The programme contributes to harmonising national judicial practice with European best practice and European Court for Human Rights jurisprudence, it steers the development of new knowledge products, and creates opportunities for learning, training and regional exchange between members of the judiciary.
The Justice and Security programme in Bosnia Herzegovina is currently looking for a highly qualified and motivated national consultant.
National Consultant – Justice and Security – Bosnia Herzegovina (work rate 50%)
Location: Bosnia and Herzegovina
Starting date: June 2021
Duration: 6-months fixed-term contract
YOUR ROLE
Under the supervision of the Geneva based project coordinator, the incumbent will support the conceptualization, planning and implementation of DCAF’s Justice and Security programme in Bosnia Herzegovina.
Overall tasks and responsibilities:
- Assist DCAF in developing a structured and sustained communication with the local partners;
- Provide advice on particularities of the BiH judicial system and legal framework relevant for the project and conduct legal research when needed; monitor local legal, judicial or political developments relevant for the use of intrusive methods for information collection by law enforcement and intelligence agencies.
- Assist the development and review of project documents and knowledge products;
- Assist DCAF in designing, implementing and evaluating project activities;
- Ensure a national relay for the successful conduct of project missions and assist the implementing team as required.
YOUR EXPERIENCE
- Advanced university degree in law, political science, international relations, international human rights or humanitarian law, or related field;
- Minimum 5 years of experience on issues related with judicial reform, criminal justice system, human rights, democratic governance, security sector reform, or related topics;
- Good knowledge of the national political system and networks, in particular of the judiciary;
- Knowledge of the criminal justice system and criminal procedure codes in BiH will be considered a strong asset;
- Knowledge of European Court of Human Rights jurisprudence in the area of secret surveillance and interception of communication will be considered an asset;
- Experience in results-based project management will be considered an asset;
- Familiarity with adult learning theory and training development will be considered an asset.
Additional requirements:
- BiH citizenship and valid residency at the time of application is a pre-requisite;
- Fluency in Bosnian/Croatian/Serbian and English is a pre-requisite;
- Excellent inter-personal skills and ability to establish and maintain effective partnership and working relations in a politically diverse and at times sensitive environment;
- Strong organisational skills with an ability to work independently and self-responsibly within the given deadlines;
- Excellent communication skills (oral and written).
