At the Conference, the results of a project funded by the Council of Europe, whose purpose is to overcome obstacles in the recognition of foreign higher education qualifications in Bosnia and Herzegovina, were presented.
The final conference of the MOQAR project, organized by the Center for Information and Recognition of Documents in the Field of Higher Education (CIP), was officially opened on Wednesday at the Buna Hotel in Mostar.
Prerequisites for the implementation of the Lisbon Convention
At the Conference, the results of a project funded by the Council of Europe, whose purpose is to overcome obstacles in the recognition of foreign higher education qualifications in Bosnia and Herzegovina, were presented. The conference was officially opened by the director of CIP, who in his speech emphasized the importance of implementing projects like the MOQAR project. “I would like to take this opportunity to point out that the CIP, through its work, creates all the prerequisites for the full implementation of the Lisbon Convention and its understanding. This is supported by the fact that last year we translated all the accompanying documents of the Lisbon Convention into languages that are in official use in Bosnia and Herzegovina, and this year the European Area of Recognition (EAR) Manual 2023”, said director Damir Ljubić, emphasizing that the CIP reached European standards in the field of recognition.
The importance of the results of the MOQAR project was recognized by key actors from the European area of higher education and emphasized that CIP is the first ENIC center that independently carried out such a project. On that occasion, the president of the ENIC/NARIC Center of Italy (CIMEA) and the president of the ENIC bureau, Chiara Finocchietti, addressed the crowd, who pointed out that the MOQAR project and the Final Conference are a visible sign of long-term successful cooperation between CIMEA and CIP. “I especially want to highlight the importance of this project, because it is the first one carried out by an ENIC center on the subject of automatic recognition”, said Ljubić, making CIP the only ENIC center that has so far independently implemented a project of this importance.
Intensive cooperation
The President of ENIC/NARIC Center of Latvia and member of the Committee of the Lisbon Convention, Baiba Ramina, expressed her satisfaction for coming to the conference, pointing out that Latvia has intensively cooperated with the CIP for many years, and during her presentation, she shared the experiences of the center she manages on similar projects that they implemented with the Baltic countries. . “Everything we do, through projects or in practice, ultimately leads to automatic recognition,” said Ramina. Project manager Mirta Mandić Martinović presented the results of the project Mapping higher education qualifications for the purpose of automatic recognition in the region – MOQAR – emphasizing that the goal of the project was to overcome obstacles in the procedures for recognizing foreign higher education qualifications in Bosnia and Herzegovina, Mandić Martinović underlined.
“Our project team, through numerous Project activities, mapped all higher education qualifications in the region (Republic of Slovenia, Republic of Croatia, Republic of Serbia, Montenegro and Republic of North Macedonia) with the aim of comparison and the possibility of automatic recognition in the region. Also, we translated and thereby made the EAR Manual 2023 easier to understand and created an internal digital database of the CIP”, emphasized Mandić Martinović. The two-day event is attended by representatives of the ENIC/NARIC networks from the region and Europe, as well as representatives of the Ministry of Civil Affairs of BiH, the Agency for the Development of Higher Education and Quality Assurance of BiH – HEA, representatives of the competent educational authorities and competent bodies for the recognition of foreign higher education qualifications who recognized the importance of the project MOQAR.
