Fees for caregiver parents will be 1,000 KM, subject to amendments to the Law

The topic of discussion was amendments to the Law on Caregiving Parents, which the Ministry plans to submit to the procedure at the beginning of the new year, and according to the Decision of the FBiH Government on the minimum wage, the possibility of increasing the compensation for caregiving parents as well.

During the meeting, Minister Delić pointed out that the compensation of caregiver parents will be in line with the new minimum wage, and said that the proposed amendments to the Law aim to further improve the rights of caregiver parents and remove administrative obstacles that have been observed in the implementation of the Law so far.

The key changes relate to the expansion of the categories of persons who can acquire the status of parent-caregiver, so that parents, married and cohabiting partners, and relatives of the child or stepchild and brother/sister will have the right to obtain the status. The proposed changes also include the complete abolition of the hourly rate of a child’s stay in educational institutions, which is limited to four hours in the current law. The amendments to the Law also proposed three models for increasing the monthly allowance in order to partly bring it into line with the real costs of living.

“Given that the Government’s Decision on the minimum wage is in force, this allowance is certainly now being increased, but we will try to increase it by law, but not to make it dependent on the minimum wage, as it is foreseen in the Government’s Conclusion that all the laws related to the minimum wage should be changed and harmonized with other formulas for calculating the basis of social benefits and allowances for the foreseeable future”,  Minister Delić explained.

Representatives of caregiver parents expressed their satisfaction with the openness of the Ministry for dialogue and responsiveness, and shared their experiences and experiences of other caregiver parents as suggestions for further improvement of legal solutions.

“Acquiring the status of a foster parent must have the effect of supporting, not creating additional obstacles for families facing the challenges of caring for children with disabilities. With these changes, we want to move closer to a fairer model of the rights of foster parents. We are not in a position to talk about ideal solutions, but that is no reason to start with those that are possible at the moment ,” said Minister Delić.

The Federal Ministry of Labor and Social Policy, after the adoption of the Law, will continue intensive cooperation with representatives of parent caregivers, social work centers and other relevant institutions, including the Tax Administration, in order to ensure its efficient implementation.
