By October 2026, it is planned to abolish the green card for travel within all countries of the CEFTA region

In relation to the recent media coverage of motor third party liability insurance (MTPL) and the green card, the CEFTA Secretariat has announced that it wants to provide the public with clear and detailed information on this topic. Namely, as they recall, the CEFTA Joint Committee adopted Recommendation 1/2024 on October 9, 2024, which proposes measures to the Parties to the CEFTA Agreement to improve the process of third-party auto liability insurance in the CEFTA markets.

Key measures include:

•  Final goal (by October 2026) : enabling drivers from one Party of the CEFTA Agreement to travel to another Party of the CEFTA Agreement without a green card or appropriate documents on MTPL third party auto liability insurance.

•  Intermediate goal (until October 2025) : reduction of administrative fees for obtaining a green card and enabling MTPL third-party auto liability insurance on the basis of license plates issued in the parties to the Multilateral Agreement.

In addition, the CEFTA Joint Committee called on the parties to  fully digitize insurance documentation and initiate the electronic exchange of these documents . This digital transition aims to eliminate the need for physical insurance documents when traveling within the CEFTA region.
