Introduction

The High Judicial and Prosecutorial Council of Bosnia and Herzegovina (hereinafter: “HJPC BiH”) is implementing the project “Strengthening the Role of Prosecutors in the Criminal Justice System” (hereinafter: “Project”) supported by the Government of Switzerland in Bosnia and Herzegovina. The main goal of the Project is to improve the efficiency and transparency of the prosecutorial system, and thus enable the maintenance of the rule of law and the reduction of impunity, in accordance with the standards of the European Union.

Project activities aimed at increasing the openness of prosecutors’ offices and the availability of information on the work of judicial institutions in Bosnia and Herzegovina to the professional and general public were implemented through the implementation of the strategy for persons who come in contact with prosecutors’ offices in Bosnia and Herzegovina (hereinafter: the “Strategy”). The Strategy was adopted at the session of the HJPC BiH on January 12, 2017. It was created as a result of the commitment of the HJPC BiH and prosecutor’s offices in BiH to open the work of prosecutors’ offices to the public and create clear channels of communication and cooperation with citizens, non-governmental organizations, media and other segments of society.

In order to achieve strategic goals aimed at capacity building in the part related to improving public perception of the work of prosecutors’ offices, as part of the activities of the HJPC Project “Strengthening the Role of Prosecutors in the Criminal Justice System”, the Project provides support in the implementation of the Strategy through the small grants program for civil society organizations active in the justice sector. Through the implementation of selected projects, civil society organizations contributed to ensuring professional treatment of participants in actions within the competence of prosecutors’ offices, and acquainting the community with the work of prosecutors’ offices, as well as establishing and maintaining interaction with the community, with the ultimate goal of increasing transparency, that will benefit to citizens as end users. Within the previous cycle of small grants program the following projects were implemented: “Strengthening the capacity of prosecutor’s offices for professional treatment and sensitivity to individual needs of victims/witnesses” (implemented by the Association “Vive žene” Tuzla), “Outreach strategy for persons who come in contact with prosecutors’ offices in BiH – Support for prosecutors’ offices in the implementation of media component” (Foundation for Media and Civil Society Development “Mediacentar” Sarajevo) and “Strengthening Public Trust in Prosecutorial System in BiH through Improving Transparency and Accountability” (Association for the Fight against Corruption “Transparency International” and the Association for Democratic Initiatives).

Small Grants Program

Appreciating the results achieved by the engagement of civil society organizations through the implementation of selected projects in the previous, second phase of the Project, the HJPC BiH through the Project “Strengthening the Role of Prosecutors in the Criminal Justice System”, and with the financial support of the Embassy of Switzerland in Bosnia and Herzegovina, plans to continue activities in order to establish partnerships with non-governmental organizations, associations, civil society organizations active in the justice sector, with the common goal of providing benefits to citizens through quality activities within the competence of prosecutors, in accordance with the Strategy for persons who come in contact with prosecutors’ offices in BiH.

The selected projects should be directly related to the strategic orientation and activities planned in the Project Documents. The projects will be financed from the funds made available for this activity by the Embassy of Switzerland in Bosnia and Herzegovina.

For the realization of the mentioned activity, a budget of 60,000.00 BAM is available for a total of 2 projects, whose requested budget should amount to 30,000.00 BAM.

The implementation of selected projects have to ensure an additional contribution to the implementation of the Strategy, and to increase the percentage of realization of individual activities within it.

Areas to which project proposals should relate

Priority areas and goals of NGO engagement are aimed at supporting all prosecutors’ offices in BiH in the implementation of strategic goal 3 of the Strategy: Establish and maintain interaction with the community to combat all types of crime.

  1. The first project proposal needs to be aimed at supporting the prosecutors’ offices in the implementation of the strategic program 3.1. Increase the interest of citizens in the work of prosecutors’ offices and encourage citizens to contribute to the prosecution of perpetrators of criminal acts.

When defining project goals, measures and activities within the implementation of this strategic program, it is necessary to take into account the priority areas in the work of prosecutors’ offices as well as areas of special importance for citizens as end users.

  • The second project proposal needs to be aimed at providing support to prosecutors in the implementation of strategic program 3.2. Achieve strategic partnerships in the community and establish a platform for continuous cooperation between civil society organizations and the judiciary.

When defining project objectives, measures and activities, it is necessary to envisage support to all prosecutors’ offices in BiH and to develop a mechanism that will ensure the sustainability of the proposed model of cooperation.

Content of project proposals

In addition to a brief description of the project, the project proposal should include:

  • A clearly presented assessment of the need to implement the proposed activities;
  • Elaboration of possible solutions to the proposed issues;
  • Main and specific objectives of the project;
  • Identification of project beneficiaries/target groups, i.e., identification of direct and indirect beneficiaries to whom the project is directed;
  • Detailed description of project activities;
  • An action plan that includes the phases and time frames of project implementation;
  • Anticipated long-term effects with indication of concrete and measurable improvements that should result from the project;
  • Identification of all relevant actors that could participate in the implementation of the proposed activities, indicating the tasks that individual partners will perform within the project;
  • Budget.

The right to participate

This public call is open to non-governmental organizations registered in accordance with the applicable regulations in Bosnia and Herzegovina. Project proposals are submitted exclusively through the Application Form. Along with the application, it is necessary to submit a list of previous projects and activities, indicating the duration of the projects. The HJPC BiH will carry out the process of selection of successful proposals. The funds for grants will be paid by the Embassy of Switzerland in Bosnia and Herzegovina through the Implementer Lucid Linx d.o.o. Sarajevo.

Project proposals whose budget amounts to 30,000.00 BAM can be submitted to this public call.

The final decision on the selection of 2 project proposals is made by the Commission composed of three members, one representative each of the Implementer (Lucid Linx d.o.o. Sarajevo), Donor (Embassy of Switzerland in BiH) and HJPC BiH (Project Manager).

Upon completion of the selection procedure, the Implementer will conclude grant contracts with grant beneficiaries, and the HJPC BiH will, in accordance with its contractual obligations, monitor the dynamics and project implementation based on narrative and financial reports of the Implementer and grant beneficiaries.

Project duration

The implementation period of the selected projects cannot be longer than six months from the day of signing the contract, provided that each approved project must be implemented by October 30, 2021 at the latest.

The deadline for submitting project proposals is April 16, 2021 at 16:00h. Applications received after this deadline will not be considered.
