And we never give up.Purpose of the Assignment: Under the close supervision and guidance of the Social and Behaviour Change (SBC) Officer, the National consultant for Risk Communication and Community Engagement (RCCE) on COVID-19 supports the UNICEF Health and SBC sections and is involved in the programme implementation by carrying out a range of risk communication and community engagement tasks with a special focus on demand generation for the COVID-19 vaccine uptake and continued COVID-19 prevention. Scope of Work: UNICEF is implementing, with USAID funds programme “Support to COVID-19 Vaccine Rollout” in Bosnia and Herzegovina. UNICEF’s COVID-19 response plan focuses on the immediate measures that must be undertaken as priority to ensure preparedness and/or response actions to address the COVID-2019 outbreak in Bosnia and Herzegovina. UNICEF’s response strategy builds on and expands the significant investments which have been made over the past years in supporting national health systems, previous outbreaks or health response. UNICEF is focusing its response on limiting human to human transmission and protecting individuals from exposure through risk communication and community engagement as well as through preventing and addressing the secondary impact of the outbreak, including the re-establishment of essential health services such as immunization. Key goal of programme is to support readiness, delivery and post-delivery monitoring of COVID-19 vaccines in Bosnia and Herzegovina.  Under the direct supervision of SBC Officer and in close consultation with the Health section, National Consultant for Risk Communication and Community Engagement on COVID-19 will support implementation and monitoring of evidence-based RCCE interventions, with a special focus on demand generation for the COVID-19 vaccine uptake and continued COVID-19 prevention. The work on vaccine demand generation planning will complement the ongoing work of UNICEF BiH and its national partners on COVID-19 RCCE work to ensure seamless coordination of ongoing response to vaccine uptake in the country, and to continue the promotion of behaviours to prevent and mitigate the spread of COVID-19 both before and after vaccination, including advocacy plan to mobilize widespread support for COVID-19 vaccination

The key results have an impact on the overall performance of the UNICEF Country Office and success in the implementation of programme activities.

The consultant will be responsible for the following:

  • Support implementation of the National/Entity Vaccine Deployment Plans by coordinating with partners to strengthen evidence based RCCE and demand generation for COVID-19 vaccine uptake;
  • Strengthen behaviour change communication plan to support rollout of COVID-19 vaccine by engaging community leaders and local influencers
  • Contribute to and support the design, development, pre-testing, production, dissemination and impact assessment of culturally relevant and evidence based COVID-19 and Immunization RCCE materials meeting on-ground requirements and quality standards;
  • Support social listening/social media monitoring and data collection on knowledge, attitudes and behaviours around COVID-19 vaccination and provide guidance on adjusting messaging and engagement, and other actions to be taken based on social listening/monitoring;
  • Assist in monitoring of implementation of partner interventions that support delivery of USAID programme related to RCCE;
  • Regularly briefs/de-briefs team members on issues related to RCCE and program implementation, such as partner activities, major developments in the area, program documentation procedures, etc.
  • Supports the organization of UNICEF team and donor field visits, including the development of agenda, follows ups on administrative procedures with the program assistant and associates;
  • Support monitoring of messages disseminated to determine number of people engaged and reached;
  • Support in framing and carrying out online polls and surveys related to COVID-19 prevention and vaccine uptake;
  • Other duties as assigned.

To qualify as an advocate for every child you will have:

  • Bachelor’s Degree in Communications, Public Health or a Health / Social Science related field;
  • Minimum 3 years of work experience in communication and / or in social and behaviour change communication campaigns
  • Previous experience in public health communication and advocacy, experience in the area of immunization is an asset;
  • Experience in Project Management, especially in public health area is an asset;
  • Demonstrated experience in supporting governmental and non-governmental institutions in developing social and behaviour change strategies and interventions;
  • Professional networks and contacts with key public health professionals and influencers
  • Proficiency in media content management
  • Excellent written and spoken BCS language skills.
  • Minimum intermediate written and spoken English language skills.
