Background

The purpose of the USAID Fiscal Reform Activity (FRA) in Bosnia-Herzegovina (BiH) is to build on and expand fiscal sector reform to increase efficiency, reduce tax compliance costs, and align the country’s regulatory framework with international and European changes in the international tax environment. The achievement of the overall purpose will be measured by the number of internal processes improved and optimized, the number of business-facing services improved and digitized, and the number of legislative acts adopted to align the country with international tax best practices.

Objectives and Duties

The FRA project is currently undertaking tax assessments in the tax administrations (TAs) and ministries of finance (MOF) in BiH, including IT and non-IT related aspects such as tax core business processes, legal and regulatory matters, supporting IT and digital solutions, to improve the effectiveness and efficiency in revenue collection. The FRA’s main subcontractor, Finit Consulting, is supporting the undertaking of this assessment. During the assessment process, it has been determined that the Tax Administration of the Federation of Bosnia and Herzegovina requires a DWH/BI (data warehouse/business intelligence) system and in order for this to be realized, the USAID FAR project needs an expert to provide support in preparing tender documentation for the procurement of a DWH/BI (data warehouse/business intelligence) system.

The Senior Information Technology (IT) Expert will support the FRA team and its implementing partners to complete the required tender documentation, in particular its annex with technical specification.

We are looking for a Senior Information Technology (IT) Expert who has experience in the design and implementation of DWH/BI systems in the public administration sector, with the following qualifications:

  • Demonstrated experience with data cleansing and harmonization before establishing the DWH,
  • Proficient in setting mechanism for DWH database update from the core information system components and multiple external data source,
  • Skilled in using BI system that supports both static and dynamic multi-dimensional reports, and “drill down” features,
  • Knowledgeable in creating custom reports with user-friendly software modules/tools for non-IT officials,
  • Experienced in conducting comparative analysis of data from different sources,
  • Familiar with data mining tools to identify patterns and extract useful information about the behavior of entities whose data is maintained in the databases.

The main goal of the engagement is to produce tender documentation that will secure fair competition for potential bidders, for optimal DWH/BI solution tailor-made for the Tax Administration of the Federation of BiH.

The tender document must fulfill following requirements:

  • document must follow USAID standard format/template,
  • document most comply to US legislation and principles defined by international treaties between BiH and US,
  • technical specification must not favorize any particular hardware nor software technological platform or solution – any exceptions must be thoroughly justified in accordance with applicable USAID regulations.
  • document should clearly define scope of work, objectives and particular goals expected form the system, without details which might limit solutions offered by the bidders,
  • servers and storage resources needed for DWH/BI system should be dimensioned according to realistic parameters assessed by the consulting team and should be sufficient for at least 5 years,
  • relevant market research must be presented in appropriate form,
  • bidders qualification criteria must be clearly defined to eliminate any subjectivity in evaluating the received bids,
  • warranty provisions must meet industry standards to avoid complains,
  • provisions regarding the technical competence and other relevant qualifications of potential bidders should be set in accordance with the estimated value of the procurement, the optimal team size necessary for implementation, and the qualifications of team members that align with realistic market trends in the WBA region.

Engaged consultant will closely cooperate FRA team and subcontractor Finit Consulting, and will be primarily responsible for the following:

  • Review and finalize the parts of the document conducted by subcontractor Finit Consulting particularly the description of the existing data sources (FBiH TA IT system modules, integrations with other institutions etc.), functional and non-functional requirements,
  • Contribute the technical specification with requirements defined and dimensioned to secure high quality bids to the DWH/BI solutions competition,
  • Specify list of the required hardware,
  • Repeat market research related to related solutions in the domain of public administration and present it in an appropriate shorter overview form,
  • Be available for coordination and consultation sessions with the team on demand.

Deliverables

The Consultant will provide the following deliverable:

Finalized DWH/BI system procurement tender document for the Tax Administration of the FBiH

     Qualifications

  • Advanced academic studies or advanced degree in Information Technology, Public Administration, or other relevant field; or comparable years of relevant professional experience in Information Technology for Public Administration,
  • At least 5 years of highly relevant professional experience in the domain of information technology and its intersection with public financial management (preferred) or other public administration area,
  • Practical experience in setup and data modelling and database setup of the DWH database in public administration domain,
  • Practical experience in setup of at least one BI tool operating on a DWH in public administration featuring statistical analysis, multidimensional reports, customized dashboards, etc.
  • Participation in the creation or authorship of a document that describes DWH/BI system design, architecture, the necessary transformations, ETL procedures and specifies the outputs and results to be obtained – for a public administration institution,
  • Practical experience in preparing international tender documents,
  • Practical experience with multiple technologies and different DWH database and BI solutions (preferred),
  • Practical experience using data mining tools and designing data mining algorithms (preferred)
  • Experience with machine learning techniques and AI (preferred)
  • Knowledge and practical experience of Big Data platforms (preferred)
  • Experience with tax administrations and their business processes related DWH or other Reporting System projects (preferred).
  • Expertise in risk management (preferred)
  • Experience working in the BiH or in the region (preferred)
  • Fluency in written and spoken English.

Period of performance: 15 days.
